Notice is hereby given that the Borough of Freeport has prepared and Act 537 Sewage Facilities Plan Update in compliance with the requirements of the Pennsylvania Department of Environmental Protection (PA DEP). The Plan evaluates sewer system upgrade alternatives required to control combined sewer overflows (CSOs) and effectively treat domestic wastewater prior to discharge into the water of the Commonwealth. The Act 537 Plan was prepared in conjunction with the Long Term Control Plan (LTCP) as part of the Borough’s CSO Program. The recommended alternative in the Plan includes upgrades to the combined sewer system to eliminate overflows and the construction of a new Sequencing Batch Reactor (SBR) Treatment Plant. The estimated cost of the project is $11.6 million. It is anticipated that the Pennsylvania Infrastructure Investment Authority (PennVEST) funding will be the primary financing option. and the Borough will be seeking both grant and low interest loan financing. The project is tentatively scheduled to be complete in the Year 2024. The resulting estimated monthly user rate is approximately $79.00 per month per customer, however, rates are subject to change based on actual project costs and financing obtained.
