Council President Ricki Hastings opened the meeting at 7:00 P.M. Council Members present were John Mazurowski, Tom Swisher, Ron Gallagher, Don Reihner, Tim Adams, Sean McCalmont; Superintendent of Public Works Ken Boroski, Chief Jeff Swiklinski, Mayor James Swartz and Solicitor Gerald DeAngelis. Treasurer Rich Hill was absent.

The meeting was opened with the Pledge of Allegiance to the American Flag.

MINUTES– Motion was made by Don Rehner to approve the Reorganization Minutes.  The motion was 2nd by John Mazurowski.  Motion carried. Motion was made by Don Rehner to approve the Regular Council Meeting Minutes. The motion was 2nd by John Mazurowski.  Motion carried.

TREASURER’S REPORT- Motion was made by Tim Adams to approve the Treasurer’s Report.  The motion was 2nd by Ron Gallagher.

POLICE REPORT- Motion was made by Don Rehner to approve the Police Report as written.  The motion was 2nd by Tim Adams.  Motion carried.

INVOICES- Motion was made to approve the bills with clarification.  The motion was 2nd by Ron Gallagher.  Motion carried.

MAYOR’S REPORT- Mayor had nothing to report at this time.

SOLICITOR’S REPORT- Flood Plain Ordinance has been completed, ready for signatures deadline for the ordinance if February 17th, 2016.  Solicitor reported on the work that the Borough is intending to be perform at the BP Station located on Buffalo Street.  The work of the repairs will commence will the weather breaks, shall start no later than April 15 2016 and be completed by June 1, 2016.  Hearing is scheduled for the 20th of February.  Deveraux lease agreement two piece done on a year phase. Council needs to make a decision to act on this agreement. Solicitor had nothing to report on the Verizon phone bill hearing.

CITIZENS- Jim West and Lynne Jenkins were here from PM Computing Inc., with a one year proposal.

PUBLIC WORKS- We received a letter from Richard Knapko at Penn Dot, regarding the asbestos in the roadways, stating no findings were made.  Motion was mad by Don Rehner to accept Insight Pipe bid as long as there are no mobilization fees. Motion was 2nd by Tom Swisher.  Motion carried.  Sean McCalmont had concerns about cameras being stuck and the Borough being held responsible.

PUBLIC SAFETY- Don Rehner asked for an Executive Session at the end of the meeting for Part-Time Police hiring.

PARKS, RECREATION & COMMUNITY-   Boat Dock letters are ready to be sent out, all but three will be returning, Freeport residences will be given first choice that signed up on the Boat Dock List. The Welcome to Freeport Sign is ready to be put up, need to determine a location for the sign.  Motion was mad by Sean McCalmont to accept the original sign for the Donald R. Lobaugh Memorial. Motion was 2nd by Ron Gallagher.  Motion carried. Tim Adams asked if the playground on Second Street could start being locked at night. Mayor will notify the police in locking the gate at night.

FINANCE- There were 48 Delinquent Accounts posted this month.  Motion was made by Ron Gallagher to take delinquent accounts to the Magistrate. Solicitor said a letter should go out first to the customer to give them a chance to respond to notice.

PROPERT & ORDINANCE- Motion was made by Sean McCalmont to approve the FEMA Flood Plain Ordinance. The motion was 2nd by Ron Gallagher.  Motion carried. Inspection of garages and parking spaces was done by Ken Boroski; all cars in that lease out parking spaces will be given cards to determine owners of space.  The new Weed Ordinance needs to be reviewed by Solicitor DeAngelis.

TECHNOLOGY- Borough Website is going live this week. www.freeportpa.com.  It updates, where three bids that came responded, Salsgiver, PM Computing Inc. and RT Services, Council choice to go with RT Services.

PERSONNEL- Motion was made by Ron Gallagher to appoint Tina Lowers, Jeff Lowers and Joan Huth as Auditors. The motion was 2nd by Don Rehner.  Motion carried. The paper work for the AIG transition to Hartford for Long-term Disability Insurance has been sent in. For now the Borough Secretary will manually be tracking paid time off for the employees.  Mayor suggested that the Union be notified that will be installing time clocks for the employees.

Council called for Executive Session at 9:24 P.M. for hiring of Part-Time Police Officer

Council retuned from Executive Session at 9:34 P.M.

A motion was made by Tom Swisher to hire Justin Reed as Part-Time Police Officer with a probation period of 6 months and a starting rate of $14.50 per hour. The motion was second by Sean McCalmont. Motion carried.

A motion was made by Sean McCalmont at 9:35 P.M. and 2nd by Ron Gallagher to adjourn the Regular Council Meeting.  Motion carried. Meeting adjourned.
