MINUTES-REGULAR MEETING OF COUNCIL
January 04, 2016
Council President Ricki Hastings opened the meeting at 7:10 P.M. Council Members present were Don Rehner, Ron Gallagher, John Mazurowski, Tim Adams, Superintendent of Public Works Ken Boroski, Mayor James Swartz and Solicitor Gerald DeAngelis. Council Members Tom Swisher and Sean McCalmont, Treasurer Rich Hill and Chief Jeff Swiklinski were absent.
The meeting was opened with the Pledge of Allegiance to the American Flag.
MINUTES- Motion was made by Don Rehner to approve the minutes of the December 07, 2015 regular meeting with the correction of the date typed in error as December 02, 2015. The motion was 2nd by Ron Gallagher. Motion carried.
TREASURER’S REPORT- Motion was made by Don Rehner to approve the Treasurer’s Report. The motion was 2nd by John Mazurowski. Motion carried.
APPROVAL OF POLICE REPORT- Motion was made by Ron Gallagher to approve the Police Report as written. The motion was 2nd by Don Rehner. Motion carried.
APPROVAL OF PUBLIC WORKS REPORT- Motion was made by Don Rehner to approve the Public Works Report as written. The Motion was 2nd by Ron Gallagher. Motion carried.
INVOICES- Motion was made by John Mazurowski to approve the bills. The motion was 2nd by Don Rehner. Motion carried.
MAYOR’S REPORT- Mayor had nothing to report at this time and asked for Executive Session at the end of the meeting.
SOLICITOR’S REPORT –Solicitor reported the letter from Penn Dot regarding the asbestos in the pavement be reviewed by the Public Works Department. Bruce & Merrilees Agreement for 5th & High, and 356 traffic lights must be signed and sent back. The Flood Ordinance was forwarded to Harrisburg, council needs to act upon this ordinance at the February Council meeting. The extension for the Courtesy Boat Dock was approved until June 30, 2016; contract will expire in December 2036. Final notice to Penn Dot was sent concerning the property abandon, Solicitor has talked with Devereaux‘s lawyer. Solicitor did title work to determine if playground needs to be used for youth purposes. VFW-MOU has not been completed. The hearing for the Verizon bill will be held in Kittanning 60 to 90 days from now.
CITIZENS COMMENTS- Jim Meyer and Deborah Swettenam were here for the Buffalo Creek Half Marathon asking to end the race in Freeport at Second Street extension and for help with traffic control with the Freeport Fire Police and if needed, to be able to use Buffalo Twp. Fire Police for help. Council agreed to work with them; Ricki Hastings will be the contact person for the race. The race is scheduled for Saturday October 15, 2016.
PUBLIC WORKS- A meeting was held with Gibson Thomas Engineers Monday January 04, at 10:00 A.M. in the Borough building for a second opinion on the sewer project. In attendance were Ron Gallagher, Ricki Hastings, Ken Boroski and Mayor Swartz. It was agreed that Upper Allegheny maybe the best way to go with the sewer project. Motion was made by Tim Adams to accept the Agreement with Bruce & Merrill’s, upon Solicitor’s review. Motion was 2nd by Don Rehner. Motion carried.
PUBLIC SAFETY- A motion was made by Don Rehner and 2nd by Ron Gallagher to change the running cards for the Fire Department and for train derailments; Allegheny Township and Harrison Hills were added. Allegheny Township was added for water rescue.
PARK, RECREATION & COMMUNITY- Borough workers are working on the two poles added for the Courtesy Boat Dock Railing which needs to be done. There was nothing new reported on the Freeport International Race. Buffalo Creek Half Marathon is being worked on. Don Rehner asked if the the small Christmas trees that were displayed on Fifth Street by Freeport Renaissance could be stored in the Borough building basement. Council agreed that there would be no problem. Council President Ricki Hastings presented, on behalf of the Renaissance Association, a check in the amount of $6,000.00 to help with the Courtesy Boat Dock.
FINANCE- Motion was made by Tim Adams in asking Council permission to purchase Terrorism Risk Insurance. Motion was 2nd by Don Rehner. Motion carried. VFW- MOU, no update at this time.
PROPERTY & ORDINANCE- Garage space 13, has been rented out. Gas Station violations have been citied every day that they are in violation; they are asking what it will take to stop the citations. Borough Website decision has been made and going with the second option.
PERSONNEL- Council is still considering time clocks for the employees.
Council called for Executive Session at 8:35 P.M. for part- time Police interviews.
Council returned at 8:56 P.M.
No recommendation was made.
A motion was made by Don Rehner to make a correction in the appointment of Assistant Secretary-Treasurer. The motion was 2nd by Ron Gallagher. Motion carried. Motion was made by John Mazurowski to appoint Don Rehner as Assistant Secretary-Treasurer. The motion was 2nd by Ron Gallagher. Motion carried.
A motion was made by Don Rehner at 9:10 P.M. and 2nd by Ron Gallagher to adjourn the Regular Council Meeting. Motion carried. Meeting adjourned.
