MINUTES-REGULAR MEETING OF COUNCIL
May 4, 2015
Council President Don Rehner opened the meeting at 7:00 P.M. Council Members present were John Mazurowski, Tim Adams, Sean McCalmont, Ricky Hastings, Tom Swisher, and Ron Gallagher. Mayor James Swartz, Police Chief Jeffrey Swiklinski, and Solicitor Gerald DeAngelis were in attendance. Treasurer Rich Hill and Public Works Superintendent Ken Boroski was not in attendance.
The meeting was opened with the Pledge of Allegiance to the American Flag.
MINUTES– Motion was made by Council Member Tim Adams to approve the minutes of the April 6, 2015 Regular Meeting. The motion was 2nd by Council Member Tom Swisher. Motion carried.
BILLS-Motion was made by Council Member Tom Swisher to approve bills due and payable in April. The motion was 2nd by Council Member John Mazurowski. Motion carried.
TREASURERS REPORT– Motion was made by Council Member Tom Swisher to approve the Treasurer’s Report. The motion was 2nd by Council Member Ricky Hastings. Motion carried.
SUPERINTENDENT OF PUBLIC WORKS REPORT- Motion was made by Council Member John Mazurowski to approve the Superintendent of Public Works Report. The motion was 2nd by Council Member Tim Adams. Motion carried.
POLICE REPORT-Motion was made by Council Member Ron Gallagher to approve the police report as written. The motion was 2nd by Council Member Ricky Hastings. Motion carried.
MAYOR’S REPORT- The mayor and Chief Swiklinski said the police car has arrived at Day Chevrolet and should be delivered within a week. Interviews will be held for a part-time police position due to Officer Giustini pursuing a position with the State Police.
SOLICITOR’S REPORT– Nothing to report at this time
CITIZENS COMMENTS – The new Pastor, Jocelyn Johnson of the Trinity Lutheran Church was present to introduce herself to Council.
Resident Nick Triveri attended the meeting to voice his concerns about speeding on Washington Street.
PERSONNEL-The Armstrong County Borough Association meeting will be held Thursday, May 28that 6:30 P.M. at Papy’s Restaurant, Leechburg PA.
Motion was made by Council Member Tom Swisher to approve expenses, including, room registration and mileage reimbursement for the Mayor to attend the Mayor’s Association Conference, July 16th – 19th in Bethlehem. The motion was 2nd by Council Member Ricky Hastings. Motion carried.
Council Member Ricky Hastings gave a brief synopsis on the PSAB Conference which included grant writing and aging in PA.
PUBLIC WORKS-Motion was made by Council Member Ricky Hastings to approve the handicapped parking sign request made by Karen Gamble of 631 High Street Apt B. The motion was 2nd by Council Member Ron Gallagher. Motion carried
The 313 grant paperwork was received and reviewed by the Solicitor.
Motion was made by Council Member Sean McCalmont to approve installation of a 4 part mast to be installed by Bruce and Merrilees to replace the temporary repair at the end of the bridge on Second Street per the Solicitor’s review. The motion was 2nd by Council Member Ricky Hastings. Motion carried
Payment was made on the temporary repairs in the amount of $15,588.69.
Works Superintendent Ken Boroski is to issue the mechanical device stickers and the Police Department will then deliver to the establishments which have paid.
A letter was sent to the owner of the BP station in regard to code violations.
PUBLIC SAFETY-No bids were received to date for the sale of the old police car.
Motion was made by Council Member Tim Adams to adopt the Armstrong County Hazard Mitigation Plan, Resolution 2-2015. The motion was 2nd by Council Member Tom Swisher. Motion carried.
PARKS, RECREATION AND COMMUNITY– Courtesy boat dock phase 1 and 2 have been paid for.
All boat dock paperwork is in order and all leases for the 2015 season have been received and paid. There is one space available and the committee will assign and contact a person on the sign up list.
Representatives from the VFW, Clair Kestner, Dave Coward, and Jim Bollinger presented Council with the drawings and measurements for the proposed monument area in the Riverfront Park. Council Members Ron Gallagher, Tom Swisher, and Sean McCalmont will schedule a meeting with the Contractor Bob Holbein, VFW representatives, and Mr. Raneri of Freeport Monumental Works.
Motion was made by Council Member Tim Adams to authorize the construction and installation of the monuments per the committee’s review and approval. The motion was 2nd by Council Member John Mazurowski. Motion carried.
Motion was made by Council Member Tim Adams to accept changes to the Fire Department Run cards as noted:
Residential and Commercial Structure Runs will be Freeport, South Buffalo, and Sarver responding. Buffalo will be on stand by.
Allegheny Township and Harrison Hills will be coming in on first call.
Second alarm changing to Saxonburg, Vandergrift will be on stand by.
Water Rescue, Leechburg is now added.
Accident Entrapment-Sarver has been added.
The motion was 2nd by Council Member Ron Gallagher. Motion carried.
FINANCE– There were 3 delinquent accounts scheduled for shut off and 1 hardship case. The Borough Solicitor will send a letter to address the hardship case.
The Finance Committee will be setting up new guidelines in writing in regard to the office Accounting Practices.
PROPERTY AND ORDINANCE– Motion was made by Council Member Sean McCalmont to acquire the setup of a Borough Website through the PSAB with and initial fee of $389.00 once the committee reviews and approves. The motion was 2nd by Council Member Ron Gallagher. Motion carried.
Council entered an Executive Session at 9:12 P.M. to discuss Riverside Drive lot appraisals. The Regular Meeting of Council Resumed at 9:25 P.M.
Motion was made by Council Member John Mazurowski at 9:30 P.M.to adjourn the Regular Meeting of Council The motion was 2nd by Council Member Ron Gallagher. Motion carried. Meeting Adjourned.
