MINUTES-REGULAR MEETING OF COUNCIL
March 07, 2016

Council President Ricki Hastings opened the meeting at 7:00 P.M. Council Members present were John Mazurowski, Tom Swisher, Ron Gallagher, Don Rehner, Sean McCalmont; Superintendent of Public Works Ken Boroski, Mayor James Swartz , Solicitor Gerald DeAngelis. Chief Jeff Swiklinski and Treasurer Rich Hill were absent.
The meeting was opened with the Pledge of Allegiance to the American Flag.

MINUTES- Motion was made by Tom Swisher to approve the February 01, 2016, Regular Council Meeting Minutes. The motion was 2nd by Ron Gallagher. Motion carried.

TREASURER’S REPORT- Motion was made by Don Rehner to approve the Treasurer’s Report. The motion was 2nd by John Mazurowski. Motion carried.

POLICE REPORT- Motion was made by Tom Swisher to approve the Police Report as written. The motion was 2nd by Ron Gallagher. Motion carried.

PUBLIC WORKS REPORT- Motion was made by Ron Gallagher to approve the Public Works Report as written. The motion was 2nd by Don Rehner. Motion carried.

INVOICES- Motion was made by Don Rehner to approve the bills. The motion was 2nd by Tom Swisher. Motion carried.

MAYOR’S REPORT- Mayor reported that they conducted a police interview, to hire a part-time police officer. Mayor asked Council what they want to do with locking the gates for the playground on Second Street. Ken Boroski said we have a lock for the playground. Council decided to open the gates at 4:00 A.M. on Saturday and Sundays when the Police go off duty. The potholes over at the BP Station have been filled.

SOLICITOR’S REPORT- Solicitor DeAngelis sent out the Transient Floating Boat Dock and Park Ordinance and the new Weed Ordinance. The Solicitor reported on a letter that the Borough received from the Commonwealth of Pennsylvania on the EEOC charges filed by Laurie Kevana, said he will contact them, on this matter. The Verizon bill is still pending.

PUBLIC WORKS- Motion was made by Ron Gallagher to accept the bid for the furnace piping of $775.00. The motion was 2nd by Tom Swisher. Motion was carried. Motion was made by Don Rehner to advertise for the street paving bid options 1, 2 and 3. The motion was 2nd by Sean McCalmont. Motion carried. Council decided to leave the Recycling Receptacle through the months of summer since it is so popular with the residents. Ron Gallagher reported that the parking meters were emptied and checked to make
sure they are working correctly. Don Rehner reported that Freeport Renaissance Association would like to buy bike racks to put around town, if Council would have any objections to the matter, no objections were made. Motion was made by Don Rehner to buy 4 Signs and Bags to clean up after your dogs; cost would be $600.00 to $800.00. The motion was 2nd by John Mazurowski. Motion carried. Video project for the sewer system has been completed and was reported nothing has been found.

PUBLIC SAFETY- Motion was made by Don Rehner to pass the Resolution 2016-1 in Support of Speed –Timing Equipment for Police, Radar enforces Senate 535 and House 71. The motion was 2nd by Ron Gallagher. Motion carried.

PARKS, RECREATION & COMMUNITY-Boat Dock Letters will be going out. Motion was made by Tom Swisher for the Election Day use of the Borough Office –April 26 & November 8, 2016. The motion was 2nd by Ron Gallagher. Motion carried. Motion was made by Tom Swisher for the Memorial Day Parade Request by the VFW. The motion was 2nd by Sean McCalmont. Motion carried. Tom Swisher reported on the DCNR meeting, pilot project $10,000 grant, 1 year, master 2year $20,000.00.

FINANCE- Ron Gallagher reported on the 48 hour notices all but 7 paid in full and 1 with no attempt to pay. John Mazurowski reported that the Borough collected $1,232.00 on the Collection Tax Report. Fee Schedule Resolution 2016 is still being worked on.

TECHNOLOGY- Borough Website is up and running. Ricki Hastings reported that the email Accounts are set up for everyone on the website. John Mazurowski reported that he will follow up for the IT agreement with RT Services.

PERSONNEL- Motion was made by Sean McCalmont to appoint Carol Crytzer as Open Records Officer. The motion was 2nd by Ron Gallagher. Motion carried. Motion was made by Sean McCalmont to accept the resignation of Council Person Timothy Adams with regrets. The motion was 2nd by Ron Gallagher. Motion carried. Council has 30 days to fill the vacant position to Council. At this time there is nobody interested in the Planning Commission Vacancy. Borough Association Dinner will be held on Thursday March 31, 2016 at Di Maio’s Ristorante, in Rural Valley. Motion was made by Ron Gallagher to send Ricki Hastings to the PSAB Conference in Hershey, PA June 5th & 8th. The motion was 2nd by Sean McCalmont. Motion carried. Motion was made by Ron Gallagher to send Carol Crytzer to the PSAB Training in Monroeville, PA May 25th & 26th. The motion was 2nd by Tom Swisher. Motion carried.
Council called for Executive Session at 8:35 P.M. for hiring of Part-Time Police Officer.
Council returned from Executive Session at 8:50 P. M.
Council President Ricki Hastings reported that there were no recommendations made in Executive Session.
A motion was made by Tom Swisher to hire Dennis Lynch as Part-Time Police Officer with a probation period of 6 months and a starting rate of $14.50 per hour. The motion was 2nd by Sean McCalmont. Motion carried.
Motion was made by Don Rehner at 8:53 P.M. and 2nd by Ron Gallagher to adjourn the Regular Council Meeting. Motion carried. Meeting adjourned.
