Where do I submit a building permit?

All building permits in Freeport Borough are completed by Bureau Veritas. Please contact them at (724) 548-1414 to submit your construction permits. 

Do I need a dye test to buy or sell property? 

Dye testing is not required prior to a property sale within Freeport Borough. Dye testing can be requested by the Borough for a minimal fee. 

What is the garbage collection schedule? 
  • Tuesdays: Laneville, Franklin Street, Washington Street, and Buffalo Street
  • Friday: All other residents in Freeport Borough
  • Trash pick-up is pushed back one day for all major holidays (New Year’s Day, Easter, Memorial Day, 4th of July, Labor Day, Thanksgiving, and Christmas). 
Is there recycling in Freeport Borough?

Freeport Borough participates in the Armstrong County Recycling Trailer program. A portable trailer is located at the Freeport Park and Ride on Second Street. This trailer is emptied weekly on Tuesday mornings. Please view the Armstrong Recycling Center’s website for more information on materials collected.

Where do I pay my taxes?  

Please follow the directions on your tax bill for payment location. Taxes can be submitted to the tax collector at the Borough office (414 Market Street) for processing. 

Residents can use the drop box outside the Borough Building for tax payments. 

What utilities will I use if I live in Freeport Borough? 

Water: Buffalo Township Municipal Authority 

Sewage and Rubbish: Freeport Borough 

Gas: Peoples Gas

Electric: West Penn Power

Phone and Internet: Comcast, Consolidated Communications, or Salsgiver Inc.

What are the hours for the Municipal Building?

The Borough office is open from 8:00 am to 4:30 pm Monday through Friday. 

The office is closed on Saturday and Sunday. 

The office is closed daily from 12:00 pm to 12:30 pm for lunch. 

Who do I contact if trees on railroad property are touching my house and/or garage? 

Norfolk Southern railways pass through Freeport Borough. All issues and concerns regarding the railroad can be addressed through their help desk at (404) 529-1527. 

Calls, concerns, or complaints can also be made to the Borough, and we will contact the local rail master for a solution. 

When do I need an occupancy inspection? 

Per Ordinance 268, any dwelling house, dwelling unit, apartment, or other living quarters in the borough is required to complete an occupancy inspection prior to a change in occupancy. Occupancy permits are located at the borough office or on our website. All applications require a $50 inspection fee. If you fail the first inspection, a second inspection will be conducted for free. 

How tall can my grass be?

Per Ordinance 378, no person owning or holding any real estate within the Borough shall permit noxious weeds or other undesirable vegetation, grass, etc., to grow thereon to a height of eight (8) inches. Such growth of weeds or other undesirable vegetation is declared to be a nuisance injurious to public interest and public health. 

A notice of violation shall contain an order to cut or destroy weeds or undesirable vegetation within five (5) days. 

Can I rent the gazebo in Riverside Park? 

The Borough does not have a fee to reserve the gazebo or other public spaces. We only request that an official letter be submitted to the Borough office to reserve the area. 

When are parking meters enforced within the borough? 

Parking meters are enforced Monday through Friday from 9:00 am to 6:00 pm. Parking is free at any other time. 

Why do my sewage bills keep increasing? 

The Department of Environmental Protection (DEP) placed a consent order on the Freeport Borough to force a sewage treatment plant upgrade. 

The increased sewage surcharge is being used to pay for the required plant upgrade. 

Sewage surcharge increases are as follows: $13 a unit in 2022, $30 a unit in 2023, $40 a unit in 2024, and $46.64 a unit in 2025. This surcharge will remain until the construction bond is paid off in full. 

Why are there handrails in front of the Gazebo that block clear lines of sight?

The Allegheny River Public Docks were completed via a grant from the Department of Conservation and Natural Resources. This grant required a handicap-accessible ramp and American with Disabilities Act (ADA) approved handrails. The Borough could not implement this amenity without meeting the state’s guidelines. 

In September 2024, Borough Council requested clarification from the ADA to possibly remove the handrails in front of the Gazebo to allow better lines of sight for events. The ADA offered one alternative entrance, but it did not resolve the primary issue. 

How do I get my events added to the Borough Calendar? 

Community events are eligible to be shared on the Borough Calendar. To have your events added, please contact the borough at info@freeportpa.us or at (724) 295-2251.
